Special Access to SCMetrix™ for Site and Group Administrators

SCMetrix™ provides password-protected site access to hospitals and their authorized representatives for the sole purpose of participating in the benchmarking and performance improvement tool. Site access will not be provided to non-participating hospitals and other organizations (i.e. consultants, GPOs, distributors, etc.) unless they are serving as an authorized agent for a hospital or group of hospitals. Authorized agents of a participating hospital must complete a SCMetrix™ permission form (download form) before proceeding to register with SCMetrix™

    Roles and Responsibilities of Site Administrators:

  • You will act as your hospital's primary representative for the successful implementation of SCMetrix™.
  • You will oversee the SCMetrix™ data entry efforts so your hospital provides accurate, timely inputs to the benchmarking tool.
  • To insure comparability among hospitals, you agree to follow the data definitions and procedures for the entry of valid, accurate data for your hospital.
  • You agree to identify and recruit appropriate informants for your hospital's practices and capabilities assessments.
  • You agree to attend all training webinars as specified on the website before submitting benchmarking data.
  • You have the main responsibility to approve and authorize your hospital's user accounts, insuring that qualified hospital representatives have appropriate roles in the SCMetrix™ benchmarking tool.
  • You will receive e-mail notices from SCMetrix™ regarding user requests and time-sensitive activities. You agree to respond to these e-mail messages in a timely manner.
  • All SCMetrix™ site administrators receive an ASU Guest user account and password. According to the ASU policies, this account is for your use only and no other users should be given access to this account. You will be held responsible for the consequences of unauthorized or illegal transactions.
    Roles and Responsibilities of Group Administrators:

  • Carry out the same roles and responsibilities as site administrators for multiple hospitals. These hospitals should be part of an organized-affiliation of hospitals such as a hospital system, integrated delivery network, consortium, group purchasing organization, etc.
    Roles and Responsibilities of SCMetrix™:

  • All data submitted to SCMetrix™ shall be designated as confidential and ASU agrees that it will take reasonable measures to insure that individual hospital data remains confidential.
  • SCMetrix™ will adhere to the rules issued by the United States Department of Justice and Federal Trade Commission Anti-Trust Enforcement Policy in Healthcare from August 1996. The data collected for SCMetrix™ is managed by Arizona State University, and the data provided through the web site will always be at least three months old. Summary data will not be disseminated unless there are at least five hospitals who have submitted data for that attribute, with no individual hospital representing more than 25 percent on a weighted basis of that value.
  • SCMetrix™ will disseminate summary data of general trends to the health sector on a regular basis and will disseminate this information to its authorized subscribers at least thirty days before public dissemination.
  • SCMetrix™ will support and enable academic research initiatives using the SCMetrix™ data. These research projects will only report summarized findings and individual hospital data will remain confidential.
  • SCMetrix™ research team is responsible for the preparation and analysis of the benchmarking data and represents only those hospitals, and individuals in good standing.
  • SCMetrix™ makes no representations, warranties, or guarantees as to, and assumes no responsibility for, the data, products, or services provided to its subscribers.
  • SCMetrix™ expressly disclaim any liability for damages of any kind arising out of the use of the benchmarking methodology and with respect to any errors contained in the database or dashboards.
  • SCMetrix™ uses Arizona State University computer systems that contain sensitive information to carry out its mission. Sensitive information is any information, which the loss, misuse, or unauthorized access to, or modification of could adversely affect the national interest, or the conduct of Federal programs, or the privacy to which individuals are entitled under the Privacy Act. To ensure the security and privacy of sensitive information in Federal computer systems, the Computer Security Act of 1987 requires agencies to identify sensitive computer systems, conduct computer security training, and develop computer security plans. Arizona State University (ASU) maintains a system of records for use in assigning, controlling, tracking, and reporting authorized access to and use of ASU's computerized information and resources. ASU records all access to its computer systems and conducts routine reviews for unauthorized access to and/or illegal activity.
